Executive Meeting Minutes, 2003 Summer Meeting:  A quorum was not present; therefore an Executive Meeting was not held.

 

Budget Reports:  Laurie Smith.

 

KTSAF 2003 – Year-End Financial Statement:  See attached.  Gary Schneider moved that the report, with several additional entries reported by Laurie Smith, be approved.  Jerry Crow seconded.  Motion passed.

 

KTSAF Draft 2004 Budget:  See attached.  Discussion occurred over moving $1,000.00 for KTSAF member to attend SAF Leadership Academy not spent from 2003 budget to increase the 2004 budget to $2,000.00 and to give an additional $1,000.00 to SAF in support of the Leadership Academy.  Further discussion followed regarding putting a total of $3,000.00 into sending delegates to the 2004 Leadership Academy rather than just giving an additional $1,000.00 to the academy.  Gary Schneider moved that 2004 budget line for sending KTSAF delegates to SAF Leadership Academy be increased to $3,000.00.  If $3,000.00 were not spent to send delegates to the academy, the balance would be donated to the academy.  Joe Burckle seconded.  Motion passed.  Gary Schneider moved that the KTSAF Draft 2004 Budget, as amended by previous motion, be accepted.  Joe Burckle seconded.  Motion passed.

 

Red Anderson stated that because of his outstanding experience at the Leadership Academy he was issuing a challenge to all present to match a $200.00 gift the he was giving to KTSAF to support the Leadership Academy.

Auditing:  Red Anderson:  Will get help for some others to help audit last year’s books so that Pam can have assurance of her work.

Nominating:  Kerry Schell:  Difficulty in getting members to agree to be nominated for elected office (see attached).  Thinks people ought to be more willing to serve.  Discussion of alternatives followed.

 

KTSAF Chapter Reports:  To be presented during general Business Meeting, except as follows:

 

West Tennessee:  David Mercker

 

·        Summer meeting to be June 10, 2004, in Jackson, Tennessee.  Theme will be “Precision Forestry.”  Details in Chapter Report attached to Business Meeting Minutes.

·        Second project is a CFE program in September, 2004, on “Wetland Forestry.”

·        West Tennessee Chapter has drafted a position paper relating to Certification/­Registration/Licensing Foresters in Tennessee (copy attached to Business Meeting Minutes).  Gary Schneider was asked to review the paper and provide input.  Gary responded that in relation to SAF’s policy on authoring and submitting position papers, he believed that this paper was more of a proposal to the KTSAF to discuss the paper and determine whether the KTSAF wants to carry this topic forward to the national level.  Much discussion about pros and cons of various certification programs followed.  Suggestion was made to consider this as the theme for next Winter Meeting.  East Tennessee Chapter agreed to consider.

New Business

 

KT Historian:  Need someone to take over for Rick Wilcox over chair of the History Committee/KT Historian.

 

TN CFE Coordinator:  Larry Tankersley resigned as the Tennessee CFE Coordinator.  Red reported that Alan Brown, who had held this position while living in Mississippi, has agreed to take over this responsibility.

 

FFA Convention Coordinator:  Need someone to take over from Ken Negray as coordinator for the FFA Convention program.

 

Proposed Future Meeting Schedule:  John Rennie discussed past rotations for chapters hosting winter and summer meetings.  In past scheduling, a Kentucky chapter has not hosted a summer meeting.  John proposed a rotation that would involve all chapters hosting meetings in a more equal share (see attached).  Laurie Smith moved that John’s proposal be accepted.  Gary Schneider seconded.  After discussion, motion passed.

 

Tennessee Forester Licensing:  See discussion, above, under West TN Chapter.

 

Professional Training:  No discussion.

 

Adjourn Meeting:  Laurie Smith moved that the Executive Committee Meeting be adjourned.  John Rennie seconded.  Motion passed.

Winter Meeting, Lake Barkley State Resort Park, KY, January 21-23, 2004

 

 

Newsletter:

 

Four issues (February, May, August and November) of the K-T SAF Newsletter were produced and distributed to approximately [delete “approximately” ?] K-T SAF members, SAF officers and Council Members and editors of other SAF State Societies. Between 300 and 400 were distributed by email, while 100 to 150 were sent through the US Postal Service.

 

The total cost of printing and mailing the newsletter for 2003 was 331.88. This is about half  the cost when all newsletters were sent through the mail.

 

 

Web Site (www.ktsaf.org):

 

The K-T SAF Web Site, and its use by our members, continues to grow.  The “K-T SAF News” section remains the most popular area on the web site.  This section aims to provide current local and national forestry-related news and information to our members on a weekly basis.  Members are encouraged to send information to jmyoung@utk.edu for inclusion on the site.  Links to other regional newspaper stories are especially desirable.

 

CD Archives have been produced that document the status of the web site as of March 2003, June 2003, September 2003, and December 2003.  A budget request is being submitted for $450 ($240 for web hosting; $70 for domain name renewal; and $140 for software & misc. expenses).

 

Ideas, suggestions, and volunteers for improvements to our web site are welcome!  Chapter Chairs are encouraged to nominate someone from their group to serve as an "information contact", responsible for collecting news from their area and sending it to me for inclusion on the web.  Our web site serves as an important communication tool for our organization, both internally and externally.  As such, information such as local news issues, committee reports, requests for input/involvement, meeting announcements, etc. are particularly useful.

The accompanying CD contains this report and archives of the 2003 K-T SAF Web Site divided into quarterly status folders.  Embedded within the web site are also archives of the K-T SAF Newsletter for 2003 and previous years.

Narrative for KTSAF Memorial Scholarship Committee

2003 Calendar Year

 

  1. Merrill Lynch and Morgan Stanley accounts were consolidated into one account at Morgan Stanley. Although commissions and transfers did result in some costs to the scholarship fund, the consolidation will allow better management of the portfolio. Two funds were purchased based on treasury bonds --- a 1-3 year fund and a 7-10 year fund.  At current interest rates, the fund should generate dividends of about $500 to 600/year compared to the $80.00/year generated at Merrill Lynch.

 

The transfer occurred in September 2003. Thus the dividend income from the Merrill Lynch account was about $60.00 for 9 months. The dividend from the Morgan Stanley account was about $120.00 for 3 months.

 

  1. Interest income (dividends) did not keep pace with disbursements in 2003.

 

  1. Considering that the Memorial Scholarship fund is not generating enough interest, at this time, to cover the scholarship expenses, the committee has asked that each chapter holding the KTSAF winter meeting include the cost of lodging rooms for the scholarship participants in their meeting expenses. In the past, the fund paid for the $200 scholarship for each recipient at the three schools ($600) and their lodging expense. If a winter meeting does not make a profit, then lodging expenses can come from the Scholarship Fund. We will discuss at a future KTSAF winter meeting whether a change in the committee charter is required to institute this change.

 

  1. For 2002, no income from memorials was received. The principal of the Scholarship Fund continues to decrease, especially at the lower interest rates in the past few years.  In future annual budget discussions of KTSAF, the Memorial Scholarship committee may ask that a one time contribution to the Scholarship Fund be made.

 

  1. Scholarship recipients for 2003 are named in the spreadsheet above. Checks were given to the recipients at the Winter Meeting.

 

  1. We will probably close the TVA Credit Union Account in 2004.

 

  1. There is an opening for a KTSAF member to be on the Memorial Scholarship Committee. Contact Wayne Clatterbuck if interested.

2003 EDUCATION COMMITTEE REPORT

WINTER MEETING January 21-23, 2004

 

Scholarship recipients were Amanda J. Caudle from The University of Tennessee, Claudia Ann Cotton from The University of Kentucky, and John Ross Havard from The University of the South.

 

The Journal of Forestry and the Forestry Source list many continuing education opportunities.  SAF also has a web site that lists education opportunities:  httpsafnet.org/education/conedcalendar.cfm.  It is very important for foresters to continue their education.  These are just a few of the ways to accomplish that goal.

 

The committee encourages each chapter to conduct a “Walk in the Forest” on or near Earth Day.  Past “Walks” have been very worthwhile.

 

Each forester should take the opportunity to participate in Project Learning Tree, Project Wet, and/or Project Wild as a means of assisting educators in providing a balanced approach to environmental education.  Project Learning Tree has a web site to explore:  www.plt.org.  If you attend any of the workshops, I promise you will learn about education from an educator’s view.  If you are interested in attending any of the workshops, let me know and I will try to find one that is being offered near you.

Program Committee Report

 

 

Bruce Kauffman talked about the winter meeting organization with Jason Utley of the West Kentucky Chapter at the Pickett State Forest SAF meeting in June 2003.  Larry Doyle, Jerry Crow, Pat Elliott and Greg Dale formed the program committee with Jason as chair.  Dr. James Fazio (University of Idaho), Jennifer Turner (Kentucky Division of Forestry), Katherine Harper (LBL), Brian Beisel (LBL) and the Forestry Technology group were lined up for the program topic of “Communication for Natural Resource Managers”.  The registered number of members at the winter meeting was 60 with an additional 20 students in attendance.  It was confirmed at the winter executive committee meeting that the student receiving the forestry scholarship award be brought to and recognized at the regular Section meeting and the student’s expenses be paid from the general fund (December, 1962 motion at the K-T Society of American Foresters’ meeting) including all lodging, transportation, registration and meal costs).
